You are contradicting yourself. You just stated that Fiat owns Ferrari and then that Ferarri is independent.

Fiat owns Ferrari, Maserati, Alfa Romeo and Lancia but Ferrari is idependet... no one else owns Ferrari, at this time Maserati is under the controll of Alfa Romeo

why has'nt ferrari tested FXX on the nurburgring to see what lap time it can do i think it would go really fast

The Top Gear track, as you may have noticed, is a bit overgrown with foliage. Additional, the FXX is a bit rare and costly in comparison to regular production Ferraris. It turns out to be an excellent test car as FXX owners are still returning data to Ferrari.
